Electronic Identification

Accredited conformity assessment of electronic identification schemes at eIDAS assurance levels Low, Substantial and High.

Who needs this — and why

For an electronic identification scheme, recognition under eIDAS runs through conformity assessment — independent, accredited evidence that the scheme delivers the assurance level it claims.

Electronic identification applies to organisations establishing and verifying digital identities for governments, regulated industries and trusted online services — from national eID schemes to reusable digital identities for banking, healthcare and digital government.

The assurance level determines how much confidence relying parties may place in a digital identity. Services handling sensitive transactions increasingly require High, where both technical and operational controls are subject to greater scrutiny.

Because every scheme differs in architecture and intended use, every assessment begins by defining the appropriate scope.

Assessment at assurance level High

High is the most demanding eIDAS assurance level. Our auditors combine accredited assessment with practical security expertise to verify that identity proofing, credential management, authentication and supporting controls meet the required confidence in real operations.

What the certification covers

Our assessment covers the complete lifecycle of an electronic identification scheme, from identity proofing and enrolment to credential management, authentication and ongoing operation. We examine how identities are established and verified, how credentials are issued, renewed, suspended and revoked, and whether authentication mechanisms provide the confidence required by the claimed assurance level.

The assessment also includes the wider governance and security framework supporting the scheme, including operational procedures, incident handling, supplier relationships and change management. Rather than reviewing individual controls in isolation, we evaluate how the scheme functions as a whole and whether objective evidence demonstrates that its technical and organisational controls operate consistently in practice.

Standards & articles

Electronic identification schemes are assessed against the applicable requirements of the eIDAS framework and its supporting implementing legislation.

This may include:

  • Regulation (EU) No 910/2014 (Articles 6–12)
  • Commission Implementing Regulation (EU) 2015/1502
  • Requirements for assurance levels Low, Substantial and High
  • Applicable national supervisory requirements

The exact assessment scope depends on the characteristics of the electronic identification scheme and is agreed with you during scoping, before the assessment begins.
